A Garden Grove family’s home was burglarized on Halloween while they were out trick-or-treating with their young child.

A 29-year-old driver accused of having a blood-alcohol content nearly three times the legal limit in a crash that killed a 5-year-old boy and injured other family members was charged Wednesday with vehicular manslaughter.
