“Openess and transparency” in our lawmaking processes is a noble goal that gets a lot of lip service in the halls of government. But in practice? An oxymoron, all too often. Now, there are moves from both inside and outside the Legislature to shine lights on, and slow down the rush, of the wheeling and dealing that takes place in the Capitol.
