Armed Man Surrenders to SWAT in Chula Vista

A man accused of shooting at an unoccupied home in Chula Vista and then fleeing to his own residence prompted a SWAT standoff. Eventually, he surrendered. NBC 7’s Candice Nguyen speaks with neighbors about the incident on July 31, 2015.
