City of San Diego to clear debris from encampments along cliffs at Torrey Pines
The city has been aware of the trash buildup since last August. Nearly five tons have been bagged on the cliffs above Black’s Beach. NBC 7’s Dave Summers tells us how it got there and the unique way the city plans to get rid of it.
