Shields-Pullum's father, Terrance Pullum, told NBC 7 his late son had plans to join the Navy and get an engineering degree while in the service.
"I have them little Bluetooth speakers," Terrance said. "He liked to find out how things work, so he'd take it apart and tinker with it and put it back together."
Shields-Pullum was at the Juneteenth celebration with his older brother, Petty Officer 2nd-Class Elijah Pullum, but they split to hang out with friends. The next time they were together was when Elijah Pullum found "his little brother laying on the ground with several holes in him, unresponsive," their father said.
The shooting was an isolated incident related to a physical fight that broke out within the crowd near the end of the event, according to SDPD Lt. Steve Shebloski. Police did not say if Shields-Pullum was involved in the fight.
Terrance Pullum said he always taught his sons to stay away from confrontation.
"I tell my son to avoid conflict and ignore all that because you have a future in front of you, and what you do right now in your present can affect your future," Terrance said. "So anytime there's any type of situation like that, if you can, you avoid it and just walk away from it. Don't shake the dice on your life."
A second man injured in the shooting was identified only as a 20-year-old male. He was shot in the leg and was taken to a hospital. His injuries are not considered life-threatening, said in a news release Sunday.
Police described the suspect man in his mid-20s. he was last seen wearing dark clothing.
