San Diego's mayoral candidates spar over homeless crisis

Larry Turner, who is challenging Mayor Todd Gloria, toured encampments and said the mayor’s strategy has not worked. Gloria said Turner is good at pointing out problems but not fixing them. NBC 7’s Shelby Bremer spoke with both candidates about their plans.
