City Probes Alleged Nude Lifeguard Hazing Incident

Authorities are investigating an alleged hazing incident involving four underage Imperial Beach lifeguards who got drunk and passed out, then were posed in sexually suggestive ways and photographed during an initiation party for seasonal guards.

One of the rookie lifeguards was nude in some of the more than two dozen snapshots taken at the Pacific Beach party on Aug. 4, 2009.

An investigation began after Imperial Beach officials and at least one San Diego Unified Port District commissioner received a disk last month containing the photos, according to Imperial Beach City Manager Gary Brown. The South Bay city has hired two independent investigators.

"From the pictures, it's very serious," Brown told the San Diego Union-Tribune. "We're considering it very seriously."

The sheriff's department has completed its criminal investigation and forwarded the findings to the San Diego city attorney, but there won't be any charges because the one-year statute of limitations has passed.
