Suspicious Package Reported at City College Was Traffic Survey Device, No Emergency

A suspicious box reportedly chained to a tree near San Diego City College turned out to be a traffic survey device and there is no threat, San Diego police said. 

San Diego police briefly blocking streets near 11th and 8th Street while MAST investigated.
