Residents, business owners unveil 5-point plan to ‘clean up' downtown San Diego

It’s no secret that as downtown San Diego has gotten bigger, it’s struggled with increasing crime, a growing homeless population and open drug use. Now, the neighbors and businesses say they’ve had enough. NBC’s Jackie Crea has details on a new five-point plan to clean up the area.
