He was ejected from the scooter and landed in the southbound No. 2 lane. An unknown vehicle ran over the man and fled the scene, police said. The scooter rider died at the scene from his injuries.

Torrey Pines Road has a history of bad accidents. In August of last year, a woman suffered life-threatening injuries after losing control of her motorcycle and crashing into the median.

Harper Allan has been living in the community for many years and uses that road regularly.

"It's a steep road that has a series of turns, and it can be a little bit blind on several of the turns," Allan said.
