Chula Vista's new councilwoman attends first council meeting

The Chula Vista City Council is meeting as a full council for the first time in weeks.  Rachel Morineau was appointed last week to finish the last few months of a term that belonged to Andrea Cardenas.  NBC 7’s Joe Little talked to Morineau about what she hopes to accomplish while on the council.
