Filner is serving 90 days under house arrest as punishment for three criminal charges - felony false imprisonment and two misdemeanor charges of battery involving victims of sexual harassment.
San Diego City Councilmembers Kevin Faulconer and David Alvarez are vying to permanently fill the spot left by Filner. They will face each other in the election scheduled for Feb.11.
